The Oregon Cultural Trust was authorized to create a unique license plate, both to raise funds and to build awareness of the Oregon Cultural Trust. Oregonians may purchase this distinctive plate by paying an additional $35 (two plate fee of $30, plus $5 surcharge) when they register at Driver and Motor Vehicles (DMV). Proceeds from the surcharge will go into the Oregon Cultural Trust to support its grants programs.

The colorful abstract design was selected after an open competition that had over one hundred entries from Oregon artists. The plate was designed by Kelly Kievit, a fine artist who is currently working as a graphic designer in Portland. Rather than attempting to represent "culture" through specific images, or emphasizing one cultural sector over another, the Oregon Cultural Trust chose a design that is bold, abstract and distinctive.
